Boil the pasta to al dente per packaged instructions, and save 1 cup of pasta water.
In a large pan on low to medium heat, add butter and garlic and sauté until garlic is softened.
Add the Red Chilies and Black Pepper along with the Cherry Tomatoes, and cook the Tomatoes a little.
Add the tomato paste, and add pasta water to form a sauce, and allow the sauce to thicken.
Lower the heat to simmer, and add the Heavy Cream. Stir until the cream is mixed and the sauce thickens again.
Add the cooked pasta, and stir to coat. Once the pasta is thoroughly mixed in and heated through, turn off the heat.
Top with large pieces of Burrata, and fresh Basil leaves.
